Singapore riding

What does owning a first motorcycle in Singapore really involve?

The price on your first bike is not the whole bill. In LTA's August 2026 CFMOTO 150SC example, the COE is the largest line.

Owning a bike: what you pay once, what keeps it legal, what you pay to use it Three boxes joined by arrows from left to right. Pay once: the bike, COE, ARF, customs duty and registration. Keep it legal: insurance, road tax and inspection when due. Pay to use it: ERP and parking. PAY ONCE Bike, COE, ARF, duty, registration KEEP LEGAL Insurance, road tax, inspection PAY TO USE ERP and parking
Insurance, road tax and any inspection due still need renewing after you pay for the bike.
What does owning a first motorcycle in Singapore really involve?
The bike price is only the first line of the bill.

Check the bill and the renewal dates

  • Pay once: the bike, customs duty, ARF, the $350 registration fee and a Category D COE.
  • The COE lasts 10 years. At expiry, pay the PQP to renew or deregister the bike.
  • Keep legal: insurance must cover the whole road tax period; road tax renews for 6 or 12 months; inspection is nil below 3 years and annual from 3 years.
  • For your journey, a motorcycle pays half the posted ERP rate at the same gantry and time.

A 150cc CFMOTO's basic total in LTA's August 2026 table is $12,575 with a COE, before insurance, road tax, ERP and parking. Start from that number, then add the rest before you decide the bike fits your budget.

Quick answer

Licence first: the first bike is usually a stepping stone

New riders start at Class 2B, which covers motorcycles up to 200cc. Class 2A training opens only after a year on 2B, and Class 2 after another year on 2A. If you plan to move up, your first bike may only be with you for 12 to 24 months, and that changes what a sensible purchase looks like.

It also explains why a new bike feels so expensive. The machine is a small part of the bill. In LTA's August 2026 table further down, a 150cc CFMOTO's basic total is $2,072 without a COE and $12,575 with one. Taxes and the certificate, not the metal, carry the price.

A used 2B bike with 3 to 5 years of COE left lowers the entry price, and there is less capital tied up in it when you sell to fund the upgrade. The trade-off is condition and history, which is what the used-bike checks further down are for.

New or used for a first bike
Question A new 2B bike Used, 3 to 5 years of COE left
Cash needed at collection Downpayment, first-year insurance, dealer lines Lower machine price and a smaller downpayment
What a year of ownership costs Early depreciation on a near-new machine Less value left to lose
When you upgrade to 2A You sell a near-new bike You sell a cheaper bike, with less lost
Watch for Dealer fees and loan terms Modifications and inspection history

What LTA's basic total leaves out

LTA's cost table for motorcycles registered in August 2026 lists these figures for the 150cc CFMOTO 150SC. OMV is the average Open Market Value of new motorcycles registered that month, and the figures can change.

The published basic total is not the complete bill LTA's August 2026 CFMOTO 150SC figures: OMV $1,256, customs duty $277, ARF $189, registration fee $350 and COE $10,503. Published total without COE $2,072; published total with COE $12,575. The stack is not to scale. Outside it are insurance, number plates, road tax, IU or OBU, dealer's commission and other overhead expenses. CFMOTO 150SC, LTA BASIC COST August 2026. Lines not to scale. A quoted bike price tells you little until you know which of these lines it includes.

LTA's total excludes insurance, number plates, road tax, IU or OBU, dealer's commission and all other overhead expenses. Ask the dealer to itemise these lines.

Check the tax lines against OMV

The LTA vehicle tax structure sets these registration charges. In its cost table, the customs duty column is not excise duty alone. It also includes 9% GST on top of excise duty at 12% of OMV.

The LTA motorcycle cost table gives August 2026 examples. A dealer's quote today will carry a different COE, so ask which COE price the figure uses.

The COE buys time on the road

A Category D COE gives you the right to own and use the motorcycle for 10 years. COEs are released through open bidding twice a month. The motorcycle has no statutory lifespan of its own.

LTA's dated Category D COE figures
Published period COE figure
September 2026, first exercise Category D COE: $12,556
September 2026, second exercise Category D COE: $12,201
October 2026 renewal COE PQP: $11,161

These figures move, and none is the COE used in the August cost table. To renew, you pay the Prevailing Quota Premium, the moving average of COE prices over the last 3 months, without bidding again.

Decide what happens when the COE expires The COE lasts 10 years. At expiry, renew by paying the PQP or deregister. A motorcycle has no PARF rebate. Road tax surcharge by vehicle age: more than 10 years, 10%; more than 11 years, 20%; more than 12 years, 30%; more than 13 years, 40%; more than 14 years, 50%. At year ten the COE expires. Renew by paying the PQP, or deregister with no PARF rebate.

A Category D COE cannot be transferred. A Temporary COE for Category D is valid for 1 month: register before expiry or forfeit the full bid deposit.

What the dealer adds, and what the loan adds

The section above lists what LTA leaves out. In the showroom, those lines turn a published total into a quote, and a quote into a monthly payment. Ask for the itemised version before you compare dealers: statutory lines in one column, dealer lines in another.

Administration, agreement and paperwork fees land in the hundreds, and the first year's insurance is quoted against the rider, not the bike. When a package is quoted as one number, ask which part is statutory and which part is the dealer's.

Most first bikes are bought on hire purchase arranged by the dealer. Advertised flat rates commonly sit around 4 to 6% a year, but a flat rate is not what you pay. It is charged on the full sum for the whole term, so the effective rate runs higher: a flat 5% over two years is closer to 9% a year in real terms.

Two clauses decide whether you can leave the loan early. The first is how interest is allocated. Many agreements use the Rule of 78, which front-loads interest, so after a year of payments you may have cleared more interest than principal. The second is the settlement penalty. Ask for the exact charge in writing, then ask what the balance would be if you settle after 12 months, because that is the number that matters when the 2A upgrade arrives.

Watch the low or zero downpayment offer too. It is often tied to in-house financing and a packaged insurance quote. Neither is automatically a bad deal, but compare the total over the term against a cash price with your own insurance quote before signing.

Insurance is priced on the rider, not the bike

At least third-party cover for death and bodily injury is the legal minimum, and the finance company will usually demand more. Beyond that, the quote follows the rider. Age, how long you have held the licence and your claims record move the price more than the machine does.

A 20 to 26 year old on a P-plate with no no-claim discount sits in the most expensive band. First-year quotes for a 2B bike commonly land between $800 and $1,800, and fire-and-theft cover is usually the minimum a lender will accept. An experienced rider with the maximum discount pays a few hundred for similar cover.

There are three levels to choose from. Third-party only is the cheapest, and the one lenders will not finance. Third-party, fire and theft adds the bike itself against fire and theft. Comprehensive adds accidental damage to your own machine, is the priciest, and some insurers will not write it for a P-plate at all.

The discount builds slowly. A motorcycle no-claim discount steps 10%, then 15%, then 20% after three claim-free years, and a single claim can reset it to zero. The ceiling is lower than a car's, so a clean record is worth less on a bike than on four wheels.

Read the rider clauses before you pay. Many 2B policies name one rider, and an unnamed friend who borrows the bike and crashes can meet a refused claim or an excess that runs into four figures. Ask what adding a sub-rider costs before you rely on goodwill.

Your motor insurance must stay in force whenever you ride on Singapore roads, with at least third-party cover for deaths and bodily injury.

Meet the prerequisites before you renew road tax Insurance must cover the entire road tax period. Motorcycle inspection is nil below 3 years and annual from 3 years onward. Road tax can be renewed for 6 or 12 months, after insurance is in place, a required inspection is passed and there are no outstanding fines or warrants from LTA, HDB, URA and Traffic Police. THREE CHECKS, ONE CALENDAR INSURANCE Cover the entire road tax period. Keep cover in force while riding. INSPECTION Below 3 years: none. From 3 years: annually. ROAD TAX: 6 OR 12 MONTHS Insurance in place. Required inspection passed. No outstanding fines or warrants: LTA, HDB, URA and Traffic Police.
Keep one calendar for insurance, inspection and road tax so a due check does not block renewal.

For online road tax renewal, buy insurance at least 1 working day in advance. LTA sends an inspection notice within 3 months before it is due; an inspection done more than 3 months early is not valid for road tax renewal. Use an LTA-Authorised Inspection Centre: JIC, STA or VICOM.

The annual inspection schedule has an exception for repeat illegal engine or exhaust modifications. Under LTA's Enhanced Inspection Regime, a second-time offender is inspected every 6 months for 2 years, and a third-time or more frequent offender is inspected every 3 months for 2 years.

Find the road tax band by engine capacity

LTA's petrol motorcycle and scooter formulas are for 6 months of road tax. EC means engine capacity in cc.

LTA road tax formulas, petrol motorcycles
Engine capacity band Published formula
Engine capacity, EC 200cc or less $40 x 0.782
Engine capacity, 200 < EC 1,000 [$40 + $0.15(EC - 200)] x 0.782
Engine capacity, EC above 1,000 [$160 + $0.3(EC - 1,000)] x 0.782

Expired road tax means fees and an offence

It is an offence to keep or use a vehicle with expired road tax. The penalty includes a fine up to $2,000. Late renewal also attracts the motorcycle fees below, published by LTA.

LTA motorcycle road tax late renewal fees
After expiry Below 300cc 300cc and above
Road tax late renewal, within 1 month $10 $10
Road tax late renewal, between 1 and 2.5 months $30 $60
Road tax late renewal, more than 2.5 months $50 $80
Road tax late renewal, more than 6 months $130 $230

Check LTA's road tax prerequisites before renewing. Paying a late fee does not make expired road tax valid.

Price the route and the place the bike will live

In LTA's ERP rate table effective 7 September 2026, motorcycles pay the base ERP rate x 0.5, half the posted rate for that gantry and time. Charges apply only during operating hours.

A Singapore-registered bike needs an IU or OBU to pass an operating ERP gantry. Without one, the penalty is $70 per ERP gantry. A missed ERP payment is a different case: from 1 Oct 2024, an SMS gives you a five-day grace period from when it is sent to pay without the administrative charge.

There are no ERP charges on Sundays or public holidays. ERP stops at 1pm on the eve of New Year's Day, Chinese New Year, Hari Raya Puasa, Deepavali and Christmas Day. Rates can change, so use LTA's current ERP information for your journey.

Choose HDB season parking with its limits in view

Normal HDB season parking is $15 for a surface lot and $17 for shelter. The $20 CSP adds most URA car parks, except URA Centre, URA Centre (East Wing) and URA Heavy Vehicle Parks on the Electronic Parking System.

HDB motorcycle season parking, per month
Season parking type Published rate
Normal season parking, surface $15
Normal season parking, sheltered $17
Concessionary season parking, CSP $20

HDB's $20 CSP season parking covers most URA car parks, except URA Centre, URA Centre (East Wing) and URA Heavy Vehicle Parks on the Electronic Parking System.

  • At HDB, red motorcycle lots are covered only at your own residential car park.
  • White motorcycle lots are covered at all HDB car parks, except where they are reserved for season parking.
  • Bi-coloured red and white lots are covered during short-term visitor parking hours.

To qualify for CSP, you must be a Singapore citizen or PR, an existing HDB resident and the owner of a Singapore-registered motorcycle. A company bike must be assigned to you. Each eligible rider can hold only 1 CSP at a time. For the lots you use, refer to HDB's CSP coverage and the parking guide.

What the bike costs to run each month

Fuel, parking and wear add up to a second, quieter bill. For a 1,000 km month on a 150 to 200cc bike, plan for the ranges below on top of the loan and the insurance.

A 2B commuter's monthly budget (roughly)
Item A month What moves it
Fuel $70 to $95 About 35 to 45 km per litre; RON 95 lists near $3.50, with the common card discounts landing it nearer $2.70
HDB season parking $15 to $20 The $15, $17 and $20 tiers above; CSP also covers most URA car parks
Work and city parking $20 to $60 Daily fees or a monthly pass; private car parks set their own rates
ERP $10 to $30 Motorcycles pay half the posted car rate at each gantry
Servicing and wear $50 to $90 Oil, tyres, brakes, chain or CVT parts, averaged over a year
Road tax and inspection $6 to $9 About $63 of road tax a year, plus roughly $25 for the inspection from year 3
Total $171 to $304 Before the loan, the insurance and any workshop labour beyond the averages

Each line is small on its own; together they are a second monthly bill, and they keep running whether the bike is financed or paid for. The wear items are the ones new owners misjudge. Workshops here commonly change the oil on a small 2B engine every 2,000 to 3,000 km for $30 to $70. The bigger hits are spaced out: scooter transmission belts and rollers around 10,000 to 12,000 km ($110 to $350), a chain and sprocket set to about 15,000 km on manual bikes ($80 to $300), a set of tyres at 12,000 to 15,000 km ($180 to $380 fitted), and brake pads with a spark plug roughly yearly.

Two bikes can carry the same COE

In LTA's cost table for motorcycles registered in August 2026, the 150cc CFMOTO 150SC and the 998cc YAMAHA YZF-R1 carry the same $10,503 COE. These dated figures can change. Choosing the smaller bike changes the other lines, not the certificate.

LTA published basic totals, August 2026
Model Total without COE Total with COE
CFMOTO 150SC Basic total: $2,072 Basic total: $12,575
YAMAHA YZF-R1 Basic total: $28,642 Basic total: $39,145

These are LTA's totals, with LTA's exclusions. The CFMOTO's lower total matters only if you want that bike. Ask for the itemised quote on the bike you would actually buy, and check the COE line against the latest bidding result before you sign.

Buying used: check the bike, not the story

Every used listing comes with a story. Three checks matter more than the story.

  • The exhaust. An aftermarket pipe is legal only with LTA's batch approval, and the certificate must match the bike's chassis number and sit in LTA's records. A certificate for a different bike is no certificate, and the bike can fail its next inspection.
  • The small parts. Stock mirrors fitted, plates in the standard style, no tinted or strobing lights, and the bar within stock geometry. These are the items officers and inspectors see first.
  • The inspection history. Repeat modification offences put a bike under the Enhanced Inspection Regime, with checks every 6 or 3 months for 2 years, and that schedule follows the bike to its next owner. Check the current status on OneMotoring before money changes hands.

A used bike with 3 to 5 years of COE left is the cheaper way in. Those three checks are what stop the saving from turning into a repair bill.

Five questions before you pay a deposit

Buying power sits with the buyer who has not paid yet. Ask these while that is still true:

  1. Show me the itemised on-the-road price. Statutory lines in one column; dealer lines such as administration, agreement, IU or OBU installation, plates, first road tax and insurance in the other.
  2. What is the effective interest rate? Ask for it next to the advertised flat rate, how interest is allocated across the term, and what settling early costs. Put the answer in writing.
  3. What insurance is in the package, and who is named? Third party, third party with fire and theft, or comprehensive, plus what a sub-rider or unnamed rider would face.
  4. For a used bike, what is its history? Approval certificates matched to the chassis, standard fittings, and a clean inspection status on OneMotoring.
  5. What happens to my deposit? The COE bidding cap and how many rounds it covers, the delivery window, and a full refund if no COE is secured or financing falls through.

Before you commit to a bike

  1. Can you register it? Check the Temporary COE expiry. A Category D TCOE is valid for 1 month; the bike must be registered before it expires.
  2. Can you renew road tax? Check insurance covers the whole period, any inspection due has passed and there are no outstanding fines or warrants.
  3. Can you park it? Check the season parking rate where the bike will live, your CSP eligibility and which lots it covers.
