Where can I actually park a bike in Singapore?

Start with the $0.65 day or night charge, then match the lot colour and sign.

The answer before you move the bike

  • HDB short-term motorcycle parking is a flat $0.65 for the day or night.
  • CSP costs $20 per month. Red lots are only available at your own residential HDB car park.
  • URA lists $35 for a motorcycle in a non-designated space.

HDB's $0.65 motorcycle parking charge buys the whole day or the whole night. Choosing the right lot is a separate step. Before you leave the bike, check the lot marking and the sign for reserved hours.

Quick answer

The quick answer: $0.65 for the day or night

HDB charges $0.65 per motorcycle lot for the whole day, 7:00am to 10:30pm, or $0.65 for the whole night, 10:30pm to 7:00am the following day. Staying into the night means paying for the night block too.

You pay by the day or night, not by the half hour like a car. A short stay uses the same $0.65 day or night coupon.

At a car park with a barrier, you pay at the gantry: the card in your IU is read on the way through. Where there is no barrier, it is a coupon car park, so display a $0.65 motorcycle coupon or start a Parking.sg session. If a gantry shows car rates only, use the intercom before you park. URA's coupon page gives both payment options; the motorcycle coupon is valid in HDB and URA car parks with motorcycle lots.

Check the lot, then pay

  1. Find a marked motorcycle lot before choosing a space.
  2. Read the nearby sign for reserved hours before you pay.
  3. Pay at the gantry with the card in your IU, or display a $0.65 motorcycle coupon, or start a Parking.sg session.
  4. Check that your payment covers the day or night block you need.

Parking costs: daily payment or a season ticket

If you park daily, each day block adds $0.65, and each night block adds another $0.65. A $15 surface season ticket costs less than 24 day blocks, so from 24 parking days a month the ticket is cheaper. Below that, coupons are cheaper. The $17 sheltered ticket breaks even at 27 days.

Ask me what HDB parking costs per hour and I would have said about 20 cents. Honest answer: I never look at the charge when I ride out. The charge is $0.65 for the whole day or the whole night, so even a long errand works out to cents an hour, and at that price it is hard to beat.

Motorcycle parking charges and season tickets
Option Amount What it covers
HDB short-term motorcycle parking $0.65 Flat whole day or flat whole night
Motorcycle coupon $0.65 One day or night coupon
Coupon booklet $6.50 10 coupons
Normal season parking, surface $15 per month Motorcycle season parking at your car park
Normal season parking, sheltered $17 per month Motorcycle season parking, for example a multi-storey car park
Concessionary Season Parking for Motorcycles $20 per month Optional upgrade
CSP upgrade top-up $3 or $5 Depends on the car park type serving your flat

A $6.50 booklet buys 10 coupons, still $0.65 each. Buying a booklet does not lower the day or night charge.

Concessionary Season Parking for Motorcycles (CSP) costs $20 per month in total. HDB lists upgrade top-ups of $3 or $5, depending on the car park type serving your flat. This assumes you already hold normal motorcycle season parking and qualify for CSP. The extra payment gives you most URA car parks, plus white and red-and-white lots at other HDB car parks. Red lots stay limited to your own residential car park.

To qualify for HDB's CSP, you must be a Singapore citizen or PR, be an existing HDB resident in a listed category, and own the Singapore-registered motorcycle you are registering. The categories are flat owners, authorised occupiers, approved subtenants, and owners or tenants of HDB shops with living quarters. You get one CSP; extra motorcycles need normal season parking.

What the lot colours mean

  • Red: season parking only. Only a season ticket holder for that car park can use it.
  • Red and white: season parking for the periods printed on the sign, open to visitors outside them. The sign sits in the car park, names the lot numbers it covers and lists the no-visitor periods, often Mon to Sat 7pm to 7am and the whole of Sunday and public holidays.
  • White: open to any rider. Pay the $0.65 short-term charge, or park on your season ticket if that car park is yours.

With CSP, that means red lots at your own residential car park, white and red-and-white lots at other HDB car parks, and most URA car parks.

CSP also covers most URA car parks. HDB lists these exceptions: URA Centre, URA Centre (East Wing), and URA Heavy Vehicle Parks on the Electronic Parking System.

The separate URA-only motorcycle season ticket covers URA coupon parking motorcycle lots, excluding SSC, MND and JTC lots and car parks on the Electronic Parking System. URA Centre (Tower) and URA Centre (East Wing) are named exclusions. Tickets are sold subject to availability, first come first served, with a waiting list. URA sets that price, not HDB. Check the current rate on URA's season parking application page before you apply.

You can switch between normal season parking and CSP once every calendar month. When you switch down, the difference is refunded. A CSP can also be transferred temporarily to another motorcycle for a maximum of 31 days.

Parking in the city: malls and office towers

Outside HDB and URA car parks, each building sets its own motorcycle charge and its own rules. In the CBD, Marina Bay and Orchard, almost every lot you meet belongs to a mall, a hotel or an office tower.

The $0.65 HDB charge does not apply there. Some city car parks charge a flat amount per entry: Marina Square and Raffles City both charge $1.30. Others bill by the half hour or the minute, and a day in an office tower can cost several times the HDB charge. Many give a grace period of 10 to 20 minutes before charging starts, so a quick drop-off can be free. Go a minute past it and the first block is billed. Evening and weekend entry rates often replace the daytime rate after 6pm.

A few city car parks are free for motorcycles. Suntec City's B1 and B2 lots, the Esplanade, and Concorde Hotel on Orchard Road do not charge bikes. Free parking can be busy or reserved at times, so check the sign when you arrive.

Some buildings do not admit motorcycles at all, and some keep the bike entrance in a service lane or loading bay. If the sign or the lane is not clearly for bikes, ride out and check rather than following a car in. Slipping through a gantry behind a car counts as fare evasion, which is an offence.

Before a first trip to a new building, check its website for the motorcycle rate and whether bikes are admitted. Parking.sg covers HDB and URA car parks only, not private buildings. Street View shows the entry lane and its signs before you commit to the turn.

Where the city bike lots are

City bike lots cluster in a few pockets:

  • Raffles Place and Marina Bay: URA street lots around Boon Tat Street, Amoy Street, McCallum Street and Synagogue Street, with Raffles City's basement a short walk away.
  • Orchard Road: street lots along Mount Elizabeth and Claymore Road, one street behind the mall belt, and free bike parking at Concorde Hotel.
  • Bugis, Bras Basah and City Hall: street lots along Purvis Street, Seah Street and Middle Road, with Funan's basement nearby.
  • Marina Centre: the free B1 and B2 lots at Suntec City, with Marina Square and Millenia Walk next door.
  • Chinatown and Clarke Quay: street lots along Smith Street, Temple Street and Pagoda Street.

URA motorcycle fines: $8 unpaid, $35 in a car lot

Paying does not fix the wrong space. URA's motorcycle column lists $35 for using a car lot under rule 10(1), and $35 for a season parking place without a valid ticket under rule 18.

URA common parking offences, rider situations
Situation Motorcycle amount Rule reference
No valid coupon and no digital parking session $8 Rule 3A
Parking session expired $4 Rules 3A / 13
Using a car lot or another space not designated for motorcycles $35 Rule 10(1)
Parking in a season parking place without a valid ticket $35 Rule 18

If your notice names another offence, match it to the rule below.

URA common parking offences, other motorcycle situations
Situation Motorcycle amount Rule reference
Invalid coupon or insufficient amount $8 / $80 Rule 4(1)
Coupon not clear and visible $8 Rule 6
Tampered or altered coupons $400 / $600 or charge in court Rule 12
Failure to produce coupons on demand $400 or charge in court Rule 14
Parking other than in a parking lot $35 Rule 3
Parking against traffic flow $35 Rule 11(3)
Failure to obey signs in the parking place $35 Rule 12(1)
Parking beyond lot boundaries $35 Rule 13
Parking or stopping in a way that causes obstruction $35 Rule 13
Failure to obey a parking warden $35 Rule 16
Unauthorised parking in a reserved parking lot $35 Rule 29
Unauthorised parking in an accessible parking lot $200 Rule 29
Using a parking place for an unauthorised purpose $100 to $400 or charge in court Rule 4
Not paying at the payment station before leaving $35 or charge in court Rule 7
Entering or leaving other than through the access provided $35 or charge in court Rule 13A

These are URA's initial composition amounts, the sums offered to settle common offences. Your Notice of Parking Offence gives the amount you owe. Delaying payment may raise it; leaving it unpaid can lead to court action. These are URA's amounts. HDB sets its own.

Outside URA car parks

The pavement is not a parking space. Riding or parking a motorcycle on a footway is an offence, enforced by LTA and the Traffic Police. Repeat cases are charged in court.

Private buildings enforce their own parking rules. A security team can clamp an unauthorised motorcycle, and the building sets the release fee.

Questions riders ask before leaving the bike

Is the motorcycle charge half-hourly?

No. HDB charges $0.65 for the whole day, 7:00am to 10:30pm, or the whole night, 10:30pm to 7:00am the following day. With a coupon, leaving sooner does not reduce that flat charge.

Can I use any HDB motorcycle lot with CSP?

No. Red lots are season parking only, so CSP gives you red lots at your own residential car park and none at other HDB car parks. It adds white and red-and-white lots at other HDB car parks, and most URA car parks. The exceptions are URA Centre, URA Centre (East Wing) and URA heavy vehicle parks.

What does the CSP upgrade buy me?

CSP costs $20 a month in total, against $15 for a surface season ticket and $17 for a sheltered one. If you already hold normal motorcycle season parking, HDB charges the difference as a $3 or $5 top-up, depending on the car park type serving your flat.

Does the Sunday and public holiday scheme automatically make my motorcycle lot free?

No, not for red lots. The scheme excludes lots reserved for season parking, and red motorcycle lots are season parking only. A white motorcycle lot in a car park with the orange FPS plate is free from 7.00am to 10.30pm.

What happens if I use a car lot?

URA lists $35 for a motorcycle in a car lot under rule 10(1). That is URA's amount, not HDB's.
